Over the first 6 weeks we worked out all of the templates, content architecture, and template designs!  We put in a lot of work up front including:

All the good stuff (in my opinion) that goes before you start development.  We had 5 or 6 group meetings with stakeholders to gather  information and approve decisions.  Lucky for us they have a talented designer on staff who actually mocked up the designs.  They also have a lot of very web-savvy staff who made our job easy.
